CODE OF CONDUCT The Pickering Recreational Fastball Association has established a Code of Conduct to ensure all individuals and teams participate in a safe and sportsmanlike manner. Providing a quality softball program requires the cooperation of all coaches, players and spectators. Any demonstrations of misconduct will result in disciplinary action, and can jeopardize a player's and/or team's eligibility to participate in The Pickering Recreational Fastball Association. DEFINITIONS - The term "individual" includes: coach, player and spectator. - The term "official" includes: umpire and league executive. - The coach and entire team are responsible for the conduct of its individuals. - Misconduct will result in penalizing an individual or a team with respect to the Pickering Recreational Fastball Association INFRACTIONS AND PENALTIES CATEGORY I: Minimum Penalty: Immediate Ejection and One Game Suspension. Maximum Penalty: Banned from the Pickering Recreational Fastball Association NO INDIVIDUAL SHALL: 1. Demonstrate dissent by throwing gloves, bats, balls or any other forceful action on the field of play. 2. Discuss with an official, in any manner, the decision reached by an official (except the designated team official.) 3. Use unnecessary rough tactics in the play of game. 4. Use abusive or intimidating language or gestures toward any official or individual on or off the playing field. 5. Use profane, obscene or vulgar language, in any manner, at any time, on or off the playing field. 6. Lay a hand upon, shove, or make unnecessary physical contact with an individual. 7. Make direct or implied threats, either verbally or physically, toward any individual or their property. 8. Appear on the field of play, at any time, in an intoxicated condition or under the influence of any other type of drug which might affect the individual's safety or the safety of others. 9. Demonstrate unsportsmanlike conduct. CATEGORY II: Minimum Penalty: Forfeit of game. Maximum Penalty: Banned from the Pickering Recreational Fastball Association NO INDIVIDUAL SHALL: 1. Fail to leave the park when directed to do so by an official. 2. Consume or possess beer or alcohol during an official game. This includes any "Borrowed Players" participating in the game. CATEGORY III: Minimum Penalty: Ejection and Five game Suspension Additional Team suspensions and probation for one year. Maximum Penalty: Banned from the Pickering Recreational Fastball Association NO INDIVIDUAL SHALL: 1. Lay a hand upon, shove, or make unnecessary physical contact with an official. 2. Make direct or implied threats, either verbally or physically, toward an official. 3. Strike an official or individual with any object or equipment. 4. Physically attack or strike any official or individual. 5. Damage, destroy or steal City property. 6. Failure to comply with any League Decision. Multiple violations of the Code of Conduct will result in an escalation of penalties. Suspensions Ejections: Any player, coach or manager who has been ejected from a ball game shall not be permitted to coach nor manage from the coach's box or the dugout or bleachers nor shall he/she participate or coach while suspended. Any game in which a suspended player/coach participated shall be forfeited by his/her team. The umpire shall provide a written report to the League Director stating the cause of the ejection. All ejected players must go to the parking lot within five (5) minutes or his team may forfeit the game. Any player(s) or team that has been suspended will not be awarded a refund for any part or full game(s) missed. One game suspensions may not be appealed. APPEALS: Any player who is suspended from participation for two games or longer may appeal the suspension in writing. Suspended players who are in the appeal process may not participate any league games until the Review Board makes a final decision. The suspended player(s) may or may not be invited to speak on his/her behalf. Upon conclusion of the review process, the board's decision will be final. All appeals must be received within one week of suspension. REVIEW BOARD: All suspension appeals will be decided by a Review Board comprised of responsible people appointed by the League President or his designate. This Review Board may include but is not limited to: League Executive and other team representatives. All decisions reached by the Review Board on suspension appeals shall be final. TEAM REPRESENTATIVE RESPONSIBILITIES: Each team shall have one team representative for each game. Duties of the team representative shall include, but not be limited to the following: 1. Be responsible for the conduct of their players and spectators before, during, and after the game. 2. Do everything possible to assist the umpires in keeping the game conduct in an orderly manner. 3. Appeal any calls made by the umpires. UMPIRE CODE OF CONDUCT: Each umpire will: 1. Not allow personal friendships or past experiences to influence decisions during a game. 2. Make calls clearly and loudly 3. Be on time and attend all scheduled games. 4. Be fair and neutral as possible. 5. Discuss calls with Team Representatives/coaches when asked respectfully. 6. Not use foul or abusive language. 7. Hustle throughout their game. 8. Be consistent when ejecting managers/coaches for rules violations. 9. Announce and be responsible for game time monitoring. 10. Be familiar with PRFA rules. LEAGUE EXECUTIVE CODE OF CONDUCT Any member of the League Executive who plays and/or coaches in the Pickering Recreational Fastball Association will be held to a higher standard than the rest of the league. Violating any of the rules above will result in a review to determine whether the individual should retain the position on the Executive Board.
